Шановний пане Прем’єр-міністре, шановна пані Міністре!
Звертаємося до Вас від імені українських волонтерських організацій та фондів Європи із проханням призупинити набрання чинності Постанови № 953-2023-п, про «Деякі питання пропуску та обліку гуманітарної допомоги в умовах воєнного стану», оскільки:
Постанова впроваджує ряд процедур, які унеможливлюють подальшу працю сотень фондів в Україні і за кордоном і ставлять під загрозу забезпечення потреб набувачів, передусім військових підрозділів. Постанова містить ряд обмежень, пов’язаних з імпортом та розподілом гуманітарної допомоги в умовах війни. Постанова ставить у складну ситуацію окремі підрозділи, медичні та інші батальйони в гарячих точках, які не мають можливості реєструватися і набувати статус отримувача.
Донор не матиме надалі права відправляти гуманітарну допомогу до набувача напряму. Таким чином допомога може бути взагалі не доставлена у відповідні точки. Вимоги щодо реєстрації отримувачів гуманітарної допомоги, подачі декларацій, інвентаризаційних описів та звітності в електронній формі через єдиний державний веб-портал, особливо з деталізацією кожного артикля, стануть бюрократичною перешкодою для допомоги українцям на передовій.
Обов’язкове введення унікального ідентифікаційного коду (без гарантії реєстрації) створить навіть більші черги та можливу корупцію на кордонах. Постанова прямо ставить під сумнів роботу деяких благодійних фондів, як отримувачів.
Потреба у повторному проведенні інвентаризації та поданні звітів протягом 15 i 60 календарних днів принесе надміру бюрократії та дублювання зусиль, знову ж таки, через надмірну деталізацію артиклів заявленої у декларації допомоги.
Виявлення невідповідності гуманітарної допомоги у декларації є сумнівним пунктом Постанови, який може повністю використовуватися недоброзичливими до отримувача особами чи ворогами України, що створить збільшення контролюючих органів.
Постанова підкреслює, що отримувачем медичної допомоги не можуть бути благодійні фонди. Гуманітарна допомога надається добровільно і безкоштовно, особливо за кордоном – від приватних доброчинців, які не зацікавлені у бюрократії.
Діяльність волонтерів допомагає захищати громадян України і приносить Україні матеріальну та фінансову допомогу вартістю сотень мільйонів доларів, особливо у регіонах України, де держава не гарантує своєчасну та повну доставку допомоги. Нове розпорядження вимагає збільшення людських ресурсів та фінансових витрат фондів.
